Alipay Not Working for Tourists: Fix Payment Problems

China's official payment guidance says overseas visitors can link eligible international cards to Alipay and WeChat Pay. It does not mean every card, issuer, merchant code or transaction will behave identically.
The fastest solution is usually not a hidden setting. It is working through account, card, bank, merchant and network in that order while keeping a backup payment route ready.
If You Need to Pay Right Now
Stop troubleshooting at the counter after one calm retry.
Try:
- WeChat Pay with a separately linked card.
- Another card inside Alipay.
- A physical international card if the merchant displays its network logo.
- RMB cash.
- A larger shop, hotel desk or station service center if you need help.
In a taxi or restaurant, tell staff you are switching payment methods rather than silently tapping for several minutes.

Step 1: Confirm the Account Is Ready
Open Alipay and check whether the app is asking for identity information, a security review or another account action.
For passport verification:
- select the option for a non-mainland identity document
- choose passport when that is the document you are using
- enter the name and passport number carefully
- use a clear image with the whole information page visible
- avoid glare, shadows and cropped document edges
- complete any face or security check in good light
Do not guess name order rules from a travel forum. Follow the current fields in the app and make the information consistent with the passport.
If a review is pending, repeatedly resubmitting different versions can make diagnosis harder. Save the error wording, wait for the stated review period and use Alipay's in-app support when the message does not explain the next step.
Step 2: Separate Card Linking From Payment
A card can fail before it is linked, or it can link successfully and later fail at checkout. Those are different problems.
The card will not link
Check:
- card number, expiry date and security code
- cardholder name
- whether the issuing bank permits online and international transactions
- whether an approval request is waiting in the bank app
- whether SMS or 3-D Secure authentication can reach you abroad
Then try another eligible card, ideally from a different bank or network. Two cards from the same wallet can still receive different issuer decisions.
Do not publish or send screenshots containing the complete card number, passport number or payment QR code when asking for help.
The card is linked but payment fails
Open the bank app before changing Alipay settings. Look for:
- a fraud alert
- a declined China or CNY transaction
- a frozen card
- an online-payment control
- an international or cross-border control
- a request to approve the payment
If the bank declined it, Alipay cannot override the issuer. Approve the transaction if appropriate or use another card.
Step 3: Test a Standard Merchant Payment
Use a low-pressure place such as a hotel desk, convenience store, coffee chain or larger mall shop. Make a small normal purchase.
If that works, the Alipay account and card are not completely broken. The original failure was more likely connected to the merchant route, transaction type or amount.
Some payment codes and functions do not support an overseas-card-backed account in the same way as an ordinary merchant purchase. Paying a merchant is also different from sending money to a person. Do not assume that a failed transfer means shop payments will fail, or the reverse.
When one small merchant payment fails:
- ask whether the merchant has another official payment code
- try WeChat Pay
- offer cash
- avoid sending money to an unfamiliar private account as a workaround
Step 4: Check the Phone and Network
Alipay needs a functioning phone environment as well as a valid card.
Check:
- mobile data or Wi-Fi is actually working
- the phone date and time are automatic
- Alipay is updated from the official app store
- the app can refresh the home screen and payment code
- the phone has enough battery
If the app behaves strangely, close it fully and reopen it. As a diagnostic test, temporarily disable a VPN or unusual network-routing service, then try again on a normal connection. This does not prove the VPN caused the problem; it removes one variable.
Do not delete the app while abroad unless you know you can reinstall it and receive every login code required.
Step 5: Read the Exact Error
Take a screenshot that hides personal data and write down:
- the exact wording
- whether it happened during verification, card linking or payment
- the merchant and approximate amount
- which linked card was selected
- whether the bank shows a decline
- whether another merchant payment works
That evidence is more useful to support than “Alipay does not work.”
Use Alipay's in-app Help or Customer Service route. Interfaces change, so use the current support entry displayed inside the official app rather than relying on a screenshot from an old article.
A Five-Minute Diagnosis
Use this order:
- Confirm the internet connection.
- Check for an Alipay account or identity prompt.
- Confirm the intended card is still linked.
- Open the bank app for an alert or approval.
- Test a small purchase at a standard merchant.
- Try another linked card.
- Switch to WeChat Pay or cash if the purchase is urgent.
Do not change five settings at once. One change followed by one test tells you more.
Common Failure Patterns
Verification keeps rejecting the passport
Retake the document image in even light with every edge visible. Confirm the document type and every character of the passport number. If the app offers an alternative official document-reading flow, follow its instructions.
The bank never sends an approval
Open the bank app directly, check security notifications and confirm the bank has your current phone number. A card issuer may require contact before allowing the transaction.
One card works and another does not
Keep the working card selected. Card network eligibility does not guarantee that every issuing bank will approve every transaction.
Payment works in malls but not at a small stall
This points toward the merchant payment setup rather than a completely broken account. Try the seller's other payment route or cash.
The payment code is blank or will not refresh
Check data, phone time and the app version. Restart the app before restarting the entire setup.

Build a Better Backup Before Tomorrow

- set up WeChat Pay
- link a second eligible card if available
- keep a modest amount of RMB cash
- make sure the bank app and SMS still work
- carry a power bank

FAQ
Why is my foreign card declined in Alipay?
The cause can sit with account verification, the issuing bank, card controls, authentication, merchant payment route or the individual transaction. Check the bank app and test another standard merchant before rebuilding the Alipay account.
Why does Alipay work in one store but not another?
Merchant payment setups and supported transaction types differ. A successful payment elsewhere shows the account is not universally broken.
Can I use Alipay to transfer money to a person?
Do not depend on person-to-person transfers with an overseas-card-backed tourist account. Merchant payment and private transfer functions are not equivalent.
Should I keep trying the same declined payment?
No. Repeated attempts can waste time and may trigger more security checks. Try one controlled retest, then change one variable or use a backup.
Is cash accepted in Shanghai?
RMB cash is a legitimate backup payment method, although mobile payment is often more convenient. Carry smaller notes and do not rely on cash as your only method.
